Parliament has been prorogated until March 2010, and it is unlikely (but not impossible) that the anti-spam bill, C-27 will survive the process. CAUCE will comment on this more fully in the new year, but while the delay is most unfortunate, this may not be an entirely bad situation.

The Conservatives will likely appoint five new Senators in the interim period, which would sway the balance of power in the Senate. There had been indications from Ms. Siobhan Coady (St. John’s South—Mount Pearl, Lib.) that the Liberal party were intending to continue their run against the bill in Senate, and so this may work in favour of anti-spam legislation in Canada in 2010. It is our expectation that similar legislation would be re-introduced should C-27 die on the vine.
